National University Corporation Education and Research Evaluation
The National University Corporation Evaluation is a performance-based evaluation of national university corporations and inter-university research institute corporations based on their medium-term objectives and plans, and their annual plans for education, research and management.
This evaluation is a mandatory scheme under the National University Corporation Act. The National University Corporation Evaluation Committee, set up in MEXT, is entirely responsible for this evaluation. Medium-term objectives evaluations are conducted every six years. Yearly evaluations are conducted every fiscal year.
NIAD-QE has been commissioned by MEXT's Committee to undertake the evaluation of attainment of medium-term objectives for education and research, namely National University Corporation Education and Research Evaluation.
Evaluation of national university corporations must demonstrate the duty of accountability to society by presenting the status of the corporation in an easily comprehensible manner, taking into account the characteristics of its education and research and the autonomy and independence of its management.
In FY2008, NIAD-QE conducted the evaluation of attainment of 1st medium-term objectives for education and research. In FY2016, NIAD-QE will evaluate education and research during the second medium-term objective period (FY2010-2015).

Implementation System
NIAD-QE’s evaluation of the attainment of medium-term objectives takes into account the results of an analysis of the present condition (i.e. level of education, level of research, and progress in quality improvement in both) of the faculties and academic units of graduate school that make up the subject corporations.
NIAD-QE set up the Committee for National University Corporation Education and Research Evaluation to discuss the evaluation of each university corporation’s attainment of its medium-term objectives of education research. The Committee can have up to 30 members, each a university president, professor, inter-university research institute president or specialist with experience in society, economics, and culture.
Subcommittees are set up under the Committee which carry out the actual process through the analysis of performance reports and hearing, and review groups to judge the quality of research.
Results of Evaluation
Attainment is graded for each item in the medium-term objectives. Evaluation results are reflected in the content of the next period of medium-term objectives and plans.
1st Medium-Term Objectives Period Evaluation
In FY2010, NIAD-QE submitted to MEXT’s Committee the results of its evaluation of education and research during the first medium-term objective period for national university corporations and inter-university research institute corporations. After being confirmed by the Committee, these results were made available to the general public in May 2011.
