NIAD-QE awards Bachelor's degrees to learners other than matriculated university students who have acquired enough academic credits and have sufficient academic attainments in their discipline. Applications are accepted twice a year, in April and October.
As provided in the School Education Act, NIAD-QE is the only entity besides universities that is authorized to confer degrees in Japan.
NIAD-QE awarded Bachelor's degrees to 2,209 of the 2,283 people who applied in October 2017, including persons who graduated from junior colleges or colleges of technology and those who completed professional training colleges. On Thursday, February 15, 2018, the Committee of Validation and Examination for Degrees conducted a review for the awarding of Bachelor's degrees based on the results of reviews conducted by the relevant expert committees regarding credits earned and learning outcomes/examinations.

* In 2015, NIAD-QE introduced a special provision on the evaluation of academic attainment for the awarding of academic degrees to students who are scheduled to complete an advanced course at a junior college or college of technology recognized by NIAD-QE. The figures in parentheses show the number of applicants and degree recipients included in the total that fall under that special provision.
