The 3rd Meeting for Japan-China-Korea Quality Assurance Council was held at Qianmen Jianguo Hotel, Beijing, China, on 10 December 2010, hosted by the Chinese Higher Education Evaluation Center of the Ministry of Education (HEEC). During this meeting, details of future plans were discussed on the basis of detailed proposals submitted by three Project Groups (PGs), which had been set up based on the agreement at the 2nd Council Meeting in August 2010 in Tokyo for the purpose of promoting joint projects on quality assurance.

The Council was attended by President Shin-ichi Hirano of NIAD-UE, Director General Ji Ping of HEEC, and Director Lee Young Ho of the Center for University Accreditation, Korean Council for University Education (KCUE), as well as various staff from each respective agency. There were also observers at the council meeting, including Mr. Naoki Himiya, Director, Office for International Planning, Higher Education Bureau, Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT), along with other government officials from the three countries involved.

The Council is expected to contribute to the development of a monitoring/evaluation method for projects adopted under the 'Campus Asia' pilot program, which is being initiated by the governments of Japan, China, and Korea. In light of this, the three agencies agreed during this meeting to take responsibility as a Council to ensure the quality of the pilot program and to exchange ideas on the monitoring method taking into account the development of talks between each national government. Moreover, many suggestions, such as the establishment of a website for the Council for information provision, exchange of staff/experts, and holding study meetings, were raised during the meeting, and many positive opinions regarding these future activities were exchanged. At the end of the meeting, a ceremony was held to conclude the 'Japan-China-Korea Quality Assurance Council Agreement'.

In the afternoon on the same day, the Chinese Ministry of Education hosted the 2nd 'Japan-China-Korea Committee for Promoting Exchange and Cooperation among Universities', and President Hirano of NIAD-UE attended as a member from Japan. The parties held discussions on the 'Guidelines for Exchange among Universities with Quality Assurance in Japan, China and Korea', as well as on the implementation of the 'Campus Asia' pilot program, and agreed to continue close discussions between each country, aiming at the development of the guidelines and the realization of the pilot program at the earliest date possible.
