22Broadening Opportunities for International Learning and Employment to Support Ambition in a Global SocietyEstablished in September 2019 as Japan’s official National Information Center (NIC), NIC-Japan operates in accordance with UNESCO’s Tokyo Convention (entered into force 2018) and Global Convention (entered into force 2023), which seek to facilitate the global mobility of students and others in higher education, and to encourage and enhance international cooperation.NIC-Japan gathers and widely disseminates information about higher education institutions and systems in Japan and countries/regions with close ties to Japan, in collaboration with UNESCO and other international organizations, MEXT, and others involved with higher education, both within Japan and overseas.By providing highly accurate and reliable information of use when Japanese students seek to study abroad and when overseas students wish to study in Japan, NIC-Japan aims to support the smooth recognition of educational qualifications and experience. In addition, it seeks to help create an environment in which the study experience and skills gained by individuals through employment at workplaces and the like are assessed fairly.NIC-Japan carries out a diverse array of activities, including providing information on the Japanese higher education system and qualifications; providing information on regulations and qualifications in other higher education systems in principally States Parties of Conventions; collaborating with other National Information Centers (NICs), and conducting relevant surveys and research.
