Cooperation with Overseas Quality Assurance Organizations

NIAD-UE strengthens partnerships with overseas quality assurance organizations to contribute to enhancing the quality of higher education and facilitating quality-assured international university collaboration through transnational collaborative activities. In particular, NIAD-UE works together with several partner organizations under bilateral Memoranda of Understanding (MoUs).

Cooperation with QAA
NIAD-UE concluded the MoU with QAA in February 2007. Under the MoU, we so far carried out some collaborative projects and exchanged each other's information on quality assurance. We regularly meet to discuss future cooperation.

• Initiative for Enhancing Mutual Understanding
  NIAD-UE has been conducting a project 'Initiative for Enhancing Mutual Understanding' in collaboration with QAA and other partner organizations. The project evolved the glossary project and aimed at developing a tool for information sharing on the quality assurance system in Japanese higher education. As a concrete idea, the 'NIAD-UE Information Package' was produced. Furthermore, NIAD-UE organized the 2010 International Information Package Workshop, as the pre-conference workshop for the 2010 APQN Conference, to provide an opportunity to discuss and share ideas and experiences on 'the concept of mutual understanding' among the international community.

• Glossary Project
  The initial project between NIAD-UE and QAA to produce a glossary has been completed and the first edition of the glossary booklet was produced in November 2007. After that, the second edition of the glossary was developed as one of components in the 'NIAD-UE Information Package'. Two institutions jointly gave a presentation about the process and outcomes of this project at the APQN 2008 Conference and AGM, and co-hosted the 2010 International Information Package together with HEEC (China) at the 2010 APQN Conference.

• Translation Work
  Translation of QAA's publications is continuing under the license to translate them granted by QAA. Its key documents have been translated into Japanese and provided to the higher education sector in Japan.

• NIAD-UE's Forum
  
  NIAD-UE organized the University Evaluation Forum in July 2008. This forum aimed to contribute to the enhancement of each university's quality assurance activity through lectures and discussion under the topic how to link evaluation results with the quality enhancement activity of a university. We invited Ms. Carolyn Campbell, QAA's Head of International Affairs, to the Forum as a presenter. She kindly gave us the informative presentation on quality assurance arrangements and review activities which QAA provides to higher education institutions.

Cooperation with HEEC
NIAD-UE concluded the MoU with HEEC in September 2007 with the aim of enhancing the collaboration between the two organizations in the area of quality assurance of higher education. We so far have had some meetings to discuss future collaboration and exchange information. A first joint project on terminology has also been launched.

• Cooperation among Japan, China and Korea Quality Assurance Organizations
  On 4th March 2010, NIAD-UE, HEEC and KCUE (Korean Council for University Education) jointly established a 'Japan-China-Korea Quality Assurance Council' for promoting trilateral cooperation in the area of quality assurance. This council is supported by the government-level collaborative body 'the Japan-China-Korea Committee for Promoting Exchange and Cooperation among Universities'. The council has agreed: to hold a council meeting on a regular basis; to implement joint projects on quality assurance; and hold an international symposium in the future.
  

Cooperation with quality assurance organizations in the Netherlands and Flanders
NIAD-UE has been expanding partnerships with quality assurance organizations worldwide. We embarked on a program for strengthening partnership with the two organizations in the Netherlands and Flanders associated with Higher Education, the Accreditation Organization for the Netherlands and Flanders (NVAO) and the Netherlands Organization for International Cooperation in Higher Education (Nuffic).

NVAO is one of the world's leading accreditation organizations, responsible for both the Netherlands and the Flanders region of Belgium. It is also an active promoter of higher education, which presents information regarding quality assurance and accredited higher education in Europe, e.g. Qrossroads Project (http://www.qrossroads.eu/).

Nuffic, as the educational gateway to the Netherlands, provides scholarship programs, higher education information and international credential evaluations to international students. It is also a prominent proponent of international higher education cooperation.

NIAD-UE is moving forward with closer relationships with NVAO and Nuffic through exchanging recent development and discussing on future collaborations in the area of quality assurance of higher education.

On 16-17 June 2010, NIAD-UE held a seminar on international quality assurance in Japan and Europe and held meetings to discuss the possible projects among the partner institutions. NIAD-UE invited Dr. Karl Dittrich and Dr. Mark Frederiks from NVAO and Mr. Sander van den Eijnden and Ms. Marijke Blom-Westrik from Nuffic along with Mr. William Aitchison from the European Commission to give presentations.

On this occasion, NIAD-UE was able to conclude MoUs with Nuffic and NVAO at a ceremony held at the embassy of the kingdom of the Netherlands on 17 June, also attended by representatives of both the Dutch and Belgium embassies. We look forward to the greater cooperation that this promises.

Cooperation with Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ)
NIAD-UE cooperates with the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) in accordance with the Memorandum of Understanding. On March 18, 2010, the ceremony for concluding the MoU between NIAD-UE and HKCAAVQ was held in Hong Kong in conjunction with the HKCAAVQ 20th Anniversary Ceremony.

HKCAAVQ, located in Hong Kong, conducts various quality assurance endeavors in relation to the Qualification Framework, such as qualification assessment, and is an independent organization administered by Education Bureau of the Government of the Hong Kong Special Administrative Region of the People’s Republic of China.

NIAD-UE visited HKCAAVQ twice, July 2007 and August 2009, and came to conclude the MoU considering that HKCAAVQ is doing a progressive approach of quality assurance for higher education including academic degrees, and it is thought that Hong Kong will be playing an important role of proceeding with the international cooperation towards Japan, China, Korea as well as East Asia in general.

NIAD-UE expects to strengthen the collaboration between HKCAAVQ further by sharing information concerning qualification assessment and quality assurance in higher education.
