The Evaluation of Education and Research of National Universities is a part of 'National University Corporation Evaluation'. The National University Corporation Evaluation is a performance-based evaluation of national university corporations and inter-university research institute corporations as to their performances against their annual plans, mid-term plans and mid-term objectives for education, research and management.
The National University Corporation Evaluation Committee, set up in MEXT, is entirely responsible for this evaluation. It has delegated NIAD-UE to undertake a part of the evaluation, which is each corporation's attainment of mid-term objectives for education and research.

Objectives
NIAD-UE undertakes this evaluation with the following objectives:
- To contribute to the quality improvement of corporations' education and research and to the development of their individualization
- To assist them in fulfilling accountability to stakeholders and the public on their status as public organizations
Process
NIAD-UE has so far arranged the evaluation framework including evaluation teams and documents toward its implementation. The two key documents, the evaluation guidelines and the guidelines for performance report, have been provided to the corporations. Eeach corporation creates a performance report based on these documents and submits to NIAD-UE by the end of June 2008. The evaluation process is based on document analysis and site visits. Evaluation results will be notified to each corporation and the National University Evaluation Committee, and then made public.
Responsible Committee
To carry out the process systematically, NIAD-UE set the Committee for National University Education and Research Evaluation within the institution. It is composed of up to 30 members including presidents, academics, and experts such as journalists and economists.
