Certified Evaluation and Accreditation

The certified evaluation and accreditation was introduced in 2004, as a national new evaluation scheme, to contribute to the further development of Japanese higher education.

This is a mandatory scheme for universities and colleges on the conditions of education and research conducted by certified evaluation and accreditation organizations. In 2005, NIAD-UE was certified for an evaluation and accreditation organization of universities, junior colleges, colleges of technology, and law schools by the Minister of Education, Culture, Sports, Science and Technology. Organizations which undertake this scheme must fulfill the concept and function required by law, but has the discretion to develop original strategies for their quality assurance arrangements. Consequently, the standards and methods vary. The following is the overview of NIAD-UE's certified evaluation and accreditation.

Objectives

1) To assure the quality of education and research by regularly evaluating universities and colleges in accordance with the standards set by NIAD-UE

2) To provide high quality evaluation reports to universities and colleges for the quality improvement of their education and research

3) To assist universities and colleges in fulfilling accountability to the general public on their status as public organizations, by clarifying the condition of their education and research

Cycle

Universities, junior colleges, and colleges of technology must undergo the institutional certified evaluation and accreditation at least once in seven years, and professional graduate schools including law schools the certified evaluation and accreditation for professional graduate schools at least once in five years.

Standards for Evaluation and Accreditation

Standards for evaluation and accreditation are specification of aspects, elements or principles for judging the qualities of education and research. The Standards comprise 11 items that NIAD-UE considers necessary every university and college should satisfy:
- Purpose of the university
- Education and research structure
- Academic staff and education supporting staff
- Student admission
- Academic programs
- Effectiveness of institutional performance
- Student support
- Facilities
- Internal quality assurance system
- Finance
- Management.
Each standard is accompanied by 'viewpoints'. Viewpoints are reference points and example data listed under each evaluation standard for subject institutions to refer to when implementing self-assessment. NIAD-UE refers to these viewpoints when judging whether an institution's performance meets the standards or not.

Evaluation and Accreditation Teams

Committees for Certified Evaluation and Accreditation are set for organizing the evaluation and accreditation process and making final judgments. Subcommittees set under the Committees carry out the actual process. They are composed of presidents, academics, and experts such as journalists and economists. NIAD-UE provides training programs to them to ensure their mutual understanding and the fair, appropriate, and smooth implementation of the process.
